During a reformat of my hard disk, I inadvertantly partitioned my 20 gig
hd. Partition (C) is 25 meg, and the other (D) is the remainder. When
I try to download an update it tells me there is not enough room on C,
but I cannot figure out how to change the default download directory
from (C) to (D). I tried to remove the partition through the normal
way, and it wont let me remove the partition.

I don't know how you have XP installed on a logical drive of only 25 megs.
Use software such as Partition Magic to change your 20 gig drive to one
partition.

Don't even bother; just plop in your XP CD, set to boot from it, then
restart and reinstall XP. Delete your existing partions (which will
result in data loss, so backup anything you don't want to lose),
repartion/format, and reinstall.
