Server Shows up in DC OU in one site and as a server in another site

I have promoted a member server to be another domain controller in my domain.
After the promotion it appears as a domain controller in one site and a server in another site. I have waited 24 hours. So replication is completed.

DCdiag returns no errors
NetDiag returns no errors
Nltest /sc_query returns olindc01.olincorp.net and no errors
Repadmin /showreps shows 5 good partitions inbound server is Charleston
Nltest /dsgetsite shows Charleston
Replmon –search for replication errors –showed no errors
Dnslint /ad /s localhost /v showed no errors

The server that is not showing up is cause by outbound replication from the
server where the change was made not get to the other DCs. Use repadmin
/showreps to see who the server that shows the old in is replicating from.
If we are replicating fine from these servers then open ADUC and see if the
server is in the correct OU.

Sorry the DC is only showing up in the DC OU in ADU
The server is showing as a DC in one site and as a member server in another site in "sites and services" on EVERY DC in the enterprise
As shown below. My server name is NWBDDC0

NWBDDC01 is physicaly in SiteThree's subnet. Was built in SiteThree. Contacted Sitetwo to get initial replication even though sitelink is connected to siteone. All FSMO roles are held by otherDC01 in Siteone.
