Server Flter by Form Access 2007 -ng, 2000 works for mail labels

In Access 2000, I have a form that is opened with a server filter by form
property set to yes. The form allows the user to enter filter criteria, say
WA
in a field. When the filter is applied, it opens a report that is formatted
for labels for all of the records with WA in that field. The form and report
work fine in Access 2000. In Access 2007 and 2003, there is no data entry
available, i.e. all the fields are locked, unless I
disable the open report on applyfilter,
then
open the form with server filter by form property set to yes,
then
apply the server filter,
then
remove the server filter
and only then I can enter search criteria such as above. I could have a
makelabels button
on the form, but it would be awkward to tell the user to apply filter,
remove filter, then click MakeLabels.

Opening the form without the server filter on does not allow a choice of in
the menu of
Server Filter by Form

Is there a solution out there to get the labels made with a server filter by
form?

Just a follow up: There seems to be no solution when opening this form in
Server Filter by Form but there is a workaround: I open the form in Server
Filter by form with on load Me.Filter = False, the forms opens with locked
fields, then Click Apply Server Filter which shows all records, then I can
click serverfilterbyForm and the fields are unlocked and available for
filtering, then I have my button to make labels with the command
DoCmd.OpenReport "Labels". It is a Kludge but it gets around this bug with
MSAccess 2003/2007
