Previous Filter Not Loading

I have some users who are complaining about a previous filter not displaying
when they go back to the form. Ex. Open a form, Filter By Form, enter
criteria, Apply. Close form, do other stuff, re-open form and the filter
criteria entered is no longer there.
Access is suppose to save the Filter criteria correct?
AllowFilter is Yes and the user is not pressing the Clear Grid x...any
suggestions?
