Server.exe failed to automatically start

A Windows XP machine has it's printer setup for sharing
but other machine can not see the printer. I found out
that the "server.exe" was not started. I started it
manually and all client in the network can see the
printer.

The "server.exe" was setup to load automatic in the
services.

Is there any reason why it failed to load during boot
when in the services it is set to automatic.
