server error can't create folder "NEWCOUNT"

trying to publish site with minor updates + one new page
using FP publish buttons to FP extended server (unix I
think)at NTT/Verio gives above message and fails. I can
add a folder under root on-line via FP and copy files into
it; also can use publish on eg a sub-web. Host support
says no server or FP extension issues??

It is a permissions issues on the server.
