Server Error Cannot lock httpd.conf

I'm getting the message 'Server Error: Cannot lock file "httpd.conf". Either
the file is in use or the web server is temporarily busy' when trying to open
my website with Frontpage. We have been updating this site for years, and
just started getting this message last week. What's going on?
