Separating Recipients with semicolon by default

How can I set up outlook 2007 to automatically separate email address with a
semicolon instead of a comma by default?

Where are you looking?
Is this from a message you are composing or did you receive it?

Outlook uses the semicolon separator by default and optionally supports a
comma as well. Also take a look at your list operator settings in your
Regional Settings;
