Separate start menus?

isn't there a way for each user to have his own start
menu so that only certain programs are accessible from
the start menu? i remember win 9x having this feature,
but i can't for the life of me figure out how to get xp
pro to let me have my own start menu.
 
Right click start and choose Open and also Open All Users. Your individual start menu is built from both sets of folders.

Each user does. What he sees is the sum of things in that and of a
communal one seen by All Users. To access them, r-click on the Start
button, and take 'Open All Users' for the communal; one, and just Open
for the personal one. You can copy things from All users to each
personal one that needs it (logging in as each in turn) , then end up by
deleting the communal item so it is not there for others. Or you will
find the folders when logged in as an Administrator, at
C:\Documents and Settings\username\Start Menu
or All Users\Start Menu
