Sent Item attachments

I have a user that when he goes to open an attachment in his sent items it
takes up to 1 min for the attachment to open. I have looked into this and it
looks like outlook is storing the attachments in the Temp Internet Folder.
logged onto to the account using OWA and this problem does not happen. This
is an XP pro PC using outlook 2003 connected to Exchange 2003.

OWA and Outlook are not the same thing, so it's no surprise that they will
behave differently. OWA is an HTML interface directly into your Exchange
mailbox. Outlook does a lot more.

Any attachment opened on your PC must first reside on your hard drive. Thus,
when you open the attachment, Outlook first writes it to the "Outlook Secure
Temp folder" which, by default, is a subfolder of Temporary Internet Files.
Windows then launches the application associated with the file type of the
file. OWA does EXACTLY the same thing. In order to open an attachment, the
file must be written to disk first, then the application associated with the
file's type started. OWA also writes the attachment to Tempoary Internet
Files, usually in the folder Content.IE, which you usually can't see with
Windows Explorer.

I know this because I just checked.
