sent emails hang up in the outbox

We have been having problems with our offices email. It seems like at least
once a day we have someone who has email hang up in there outbox. After you
close and restart outlook it sends the emails, but if you are paying
attention you will have several sent messages that haven't been delivered.

We also get this problem but I see there is no reply to Tom's original
message. Does anyone have any answers?
