Sending Pictures to Email Recipient

I used to have a "make pictures smaller" when clicking on my windows Picture
folder and trying to send a picture to an e-mail recipient. Now I only get a
new email message opened with the pictures attached at the original sizes.
Now window opens and asks me to send in original sizes or make pictures
smaller. The original sizes are sometimes too big. How do I get the file
back on my computer that can correct this problem?? HELP anyone!

Why don't the Resize Pictures dialog appear while sending picture to e-mail?

from Internet Explorer or Windows Explorer in Windows XP
