can't make pictures smaller!

Why is it that I can no longer reduce the size of my pictures attachments
before emailing them?? I used to be given the option of keeping them the same
size or making them smaller, now it jus sends them big... HelpPlease!! Thank
you.

Whatever you were using to do that with is no longer working or available or
something like that. That's not a part of XP; it's a 3rd party thing.
