When I click the send button on the toolbar, the mail goes to the outbox.
Then I have to click the send/receive tab to actually have the mail sent. It
is set to automatically send without delay. Why does the send button not do
the job?

We don't know since you decided to not post your version of outlook and your mail account type and settings.

After furious head scratching, dphhi asked:

It is Microsoft Office 2002.... DSL using POP3/SMTP... one LAN account.

You need to set up automatic polling for mail. Tools, Options, Mail Setup,
Send/receive button, check Schedule a Send/receive no less than every 10
minutes. Any less than 10 minutes will cause errors.
