"I cannot send..." is not much to go on. Details, please. What happens? What
error messages?

I have 2 users setup in Outlook 2007; one is designated as the default
sending email. When I go to send an email with an attachment using either of
the 2 users, the email is not being delivered. I use Time Warner Cable and
am not so sure that there isn't something they are supposed to do on their
end to assist with this issue.

"Not being delivered" and "not being sent" are two vastly differnt things.
Describe in detail what happens to the messages when you click Send/Receive.
Do they start in the Outbox? Do they move to Sent Items? Do you get any
error messages? (If that happens, include the exact text of the error.)

This soumds like the issue that we are having on one of our machines. We are
running Vista with Office 2007. Emails without attachments are have no
issues, but as soon as you add an attachment of any size, the email sits in
the Outbox and also stops other mail from being sent. There are no errors
being shown, it just keeps trying to send.
