When I create a message and Send it goes to the output
box. However there is no date and so it is not sent when
I click send.

I have to double click the message to open it and click on
send again. This gives it a date and can then be sent?

What could be wrong?

Nothing is wrong. By default Outlook does not send the
messages immediately but put it in the output folder
first. You can send the emails from there by clicking the
Send/Receive toolbar button or press F9 or choose Tools-
Send/Receive. If you want your message to send
immediately, set the "Set immediately when connected"
checkbox on the Tools->Options->Mail Setup page.
