Sending a message to another Win XP computer

Is there a way to send a pop up message from a Win xp computer to another Win
xp computer by the the computer name or I.P. address in the same workgroup
wether by an application or through command line. I know there was a way
through Win NT but I think it was from the Server.
 
Bring up the shell. And use "net send [computername or IP] blah blah blah
blah"

If the system is on the net, use ms messenger.
