Suggestions:
1. Try using DefaultMail utility to set Outlook as the default.
See:
[DefaultMail] Set the default email client on a per-user basis:
http://windowsxp.mvps.org/defaultmail.htm
2. If not, you may try this question in Microsoft Outlook newsgroup.

This does not solve the problem. Outlook 2003 does not open up when you use
the send to mail recipient
Click Start, Run and type INETCPL.CPL
Select "Programs" tab
Choose "Microsoft Outlook" in the E-mail drop-down listing
Click Apply, OK.
-or-
Use the "Set Program Access and Defaults" option in Control Panel to change
your default mail client.

Outlook Express trying to send the doucment when I want Outlook to send it
as this is what I use. How do I change the send to setting for mail so that
