"send to" in form field properties is disabled! why?

I am having trouble setting up form fields.
When I right click on the form to access form properties, I find that the
"send to" option is automatically disabled. i.e. no option for me to send the
data entered by user to an email id or a file.
Instead "send to other" option is enable with a drop down menu displaying
"custom ISAPI, NSAPI, CGI or ASP script/discussion forum handler/registration
forum handler" - all of it is greek and latin to me! no offence intended.

Please help me out as i have been trying hard to get it right.

Another thing i should mention here. I had installed apache server to enable
viewing php files locally. i also installed mysql server. but have removed
all three.

i am running an xp home edition and frontpage 2003.

Tools->Page Options - Authoring tab
Tick the boxes:
Browse-time web components
Author-time web components

Your server will need to have FrontPage extensions installed, and in a
disc based web you may get warning messages that ask you to remove the
email address - do not remove the email address.
