How do I set Outlook 2007 to send/receive upon starting Outlook? Using
Windows XP; Incoming mail Pop3; outgoing SMTP.

It does this by default. Have you verified that Outlook is set in on-line
mode? File-> Work Offline should be unchecked.
Since when do you experience this issue?
Did it ever work?
What changed around that time on your computer setup? Installed anything?

You need to set an automatic polling interval and set Outlook to send
immediately when connected.

interval and set Outlook to send immediately when connected.

It did work when I first installed Office 2007. It stopped working when I
tried to add a new profile. I removed the new- profile PST folder because I
only wanted one profile and this is when Outlook 2007 stopped the
send/receive upon opening. The File>>Work Offline is not checked.

Automatic polling interval = Tools->Send Receive->Send/Receive Settings->Define. Set your interval there.
