Send/Receive is missing in Outlook 2003

I cannot Send/Receive email in Outlook 2003. The Send/Receive menu item is
not in the Tools menu and there is not a Send/Receive "button" on the
toolbar (I have all of the toolbars visible).

When I first load Outlook, the Send/Receive button is visible for about 2
seconds and then disappears. I have unistalled and reinstalled OL 2003 with
no luck.

Any ideas?

I tried what you suggested and it didn't help. I just now uninstalled Office
2003, manually deleted all of the office files from C:\program
files\Microsoft ... etc. rebooted the computer, reinstalled MS Office 2003
to a completely different directory than previously and I also deleted the
directory you listed below.

Still no Send/Receive on the tool bar or as a drop down from the Tools menu.

Is this a registry issue? Any other ideas?

Find and delete the *.srs file for your profile. C:\Documents and
Settings\username\Application Data\Microsoft\Outlook

If that doesn't work, Russ suspects the same fix for Go, News restores the
Send/Receive button...

Go to the Programs tab in Control Panel | Internet Options and change the
default newsreader to Outlook Express. If OE prompts you to make it your
default newsreader the next time you launch it, click the "Don't ask me
again" box and then click the No button.
You may need to reset the menu or toolbar using Tools, customize.

Be sure and let us know if either one works.

Not really. I was just likening this rash of missing Send/Receive buttons in
Outlook 2003 to some new configuration conundrum like the one that created
the vanishing News button.
The only solutions I have seen work is to recreate a valid, functioning mail
account from scratch, ensure that Outlook is the default Mail program, and
then rename outcmd.dat or reset the Toolbar.

OK, I did everything that you both suggested and no luck. When you say
rename the "outcmd.dat" file you mean rename it to something like
xoutcmd.dat .. is that correct?

When I load Outlook for the first time, after renaming the outcmd.dat file
and deleting all of the *.srs files, the send/receive button appears for
about 2 seconds and then disappears. Also, if you go to "Tools" -
"Options" - "Mail Setup" there is a "Send / Receive" area. If I click the
Send/Receive button NOTHING happens.

Any new ideas?

What mail account type do you use?
Do you have other email software installed on your system?

1) I just set up a new account and let Outlook 2003 "test account settings"
and it worked fine.
2) POP3 - I have an Earthlink account and an AT&T account
3) Yes, Outlook Express and my email works fine with Outlook Express (both
accounts).

I don't understand this ---- this is VERY frustrating.

1) I can't use the account from Outlook - I have no way to send and
receive --- that is the problem.
2) There isn't a send/receive button available when I choose customize -
See, the problem is, Send/Receive is MISSING --- everywhere !!!!

Here is an interesting one. I just deleted MS Office 2003 using Add/Remove
from the Control Panel, rebooted, reinstalled Office. When I go to the Start
button it says something like, "New Programs", when I click All Programs,
Microsoft Office is highlighted. When I click Microsoft Office, Access and
Powerpoint are the only 2 programs that are highlighted (as being new) .....
these also happen to be 2 programs I never use. Why aren't all files listed
as new?

Someplace on this computer there is some kind of config file (of some type)
that is not getting deleted when I remove or uninstall Office. I have used
Explorer after uninstalling Office to remove all the files that still remain
in the "Documents and Settings" and "Program Files" folders. So, where is
the file(s) that is telling the installer that this is a not so new install
??????????????

What mail account type do you use?

OK, I did everything that you both suggested and no luck. When you say
rename the "outcmd.dat" file you mean rename it to something like
xoutcmd.dat .. is that correct?

When I load Outlook for the first time, after renaming the outcmd.dat
file
and deleting all of the *.srs files, the send/receive button
appears
for
about 2 seconds and then disappears. Also, if you go to "Tools" -
"Options" - "Mail Setup" there is a "Send / Receive" area. If I click
the
Send/Receive button NOTHING happens.

Any new ideas?

Not really. I was just likening this rash of missing Send/Receive
buttons
in
Outlook 2003 to some new configuration conundrum like the one that
created
the vanishing News button.
The only solutions I have seen work is to recreate a valid,
functioning
mail
account from scratch, ensure that Outlook is the default Mail program,
and
then rename outcmd.dat or reset the Toolbar.

Settings\username\Application Data\Microsoft\Outlook

If that doesn't work, Russ suspects the same fix for Go, News
restores
the
Send/Receive button...

default newsreader to Outlook Express. If OE prompts you to
make
it
your
default newsreader the next time you launch it, click the
"Don't
ask
me
again" box and then click the No button.
You may need to reset the menu or toolbar using Tools, customize.

Be sure and let us know if either one works.

I tried what you suggested and it didn't help. I just now
uninstalled
Office
2003, manually deleted all of the office files from C:\program
files\Microsoft ... etc. rebooted the computer, reinstalled MS
Office
2003
to a completely different directory than previously and I also
deleted
the
directory you listed below.

Still no Send/Receive on the tool bar or as a drop down from the
Tools
menu.

Is this a registry issue? Any other ideas?

"Poll manually. F9" -- I had no way of knowing that !?!?!

Here is what I did since your last message. I sent myself an email in
Outlook Express, closed Outlook Express, opened Outlook 2003, made sure the
Inbox was highlighted, and then pressed F9. Nothing happened.

There is something causing Send/Receive to "unload" (if that is a term!).
When I first start Outlook I can see the Send/Receive button for a couple of
seconds and then it "hides". Very strange.

A little while ago, I uninstalled Office, deleted all the files I could find
(Documents and Settings, Program Files, etc), rebooted, reinstalled Office.
The only programs that were "highlighted" on "Start/All Programs/Microsoft
Office" links were Access and PowerPoint, the rest of the Office programs
are not highlighted as being "new" installs. Is this possible?

Outlook. I thought we already went through all that. Is Outlook your default
mail program? Any idea why your mail accounts aren't working? Have you tried
a new profile?

It was an upgrade from Office XP Pro. I didn't use Outlook in that version,
I used Outlook Express, so I really have no idea how it was configured our
if it worked.

I tried what you suggested and it didn't help. I
just
now
uninstalled
Office
2003, manually deleted all of the office files from
C:\program
files\Microsoft ... etc. rebooted the computer,
reinstalled
MS
Office
2003
to a completely different directory than
previously
and
I
also
deleted
the
directory you listed below.

Still no Send/Receive on the tool bar or as a drop down
from
the
Tools
menu.

Is this a registry issue? Any other ideas?

Interesting. It's possible that the upgrade retained some settings from your
previous Outlook profile (which of course had no active mail accounts).
Creating a new profile is always a good idea in an upgrade scenario.

Well it is probably no coincidence that your mail accounts aren't working

Outlook. I thought we already went through all that. Is Outlook your

"Poll manually. F9" -- I had no way of knowing that !?!?!

Here is what I did since your last message. I sent myself an email in
Outlook Express, closed Outlook Express, opened Outlook 2003, made sure
the
Inbox was highlighted, and then pressed F9. Nothing happened.

There is something causing Send/Receive to "unload" (if that is a
term!).
When I first start Outlook I can see the Send/Receive button for a
couple
of
seconds and then it "hides". Very strange.

A little while ago, I uninstalled Office, deleted all the files I could
find
(Documents and Settings, Program Files, etc), rebooted, reinstalled
Office.
The only programs that were "highlighted" on "Start/All
Programs/Microsoft
Office" links were Access and PowerPoint, the rest of the Office
programs
are not highlighted as being "new" installs. Is this possible?

See, the problem is, Send/Receive is MISSING --- everywhere !!!!

I'm talking about actually using the account from Outlook, not
Test
Settings...Does it work?
What happens if you use Customize Toolbar to add the button back?

1) I just set up a new account and let Outlook 2003 "test
account
settings"
and it worked fine.
2) POP3 - I have an Earthlink account and an AT&T account
3) Yes, Outlook Express and my email works fine with Outlook
Express
(both
accounts).

I don't understand this ---- this is VERY frustrating.

OK, I did everything that you both suggested and no luck.
When
you
say
rename the "outcmd.dat" file you mean rename it to something
like
xoutcmd.dat .. is that correct?

When I load Outlook for the first time, after renaming the
outcmd.dat
file
and deleting all of the *.srs files, the send/receive button
appears
for
about 2 seconds and then disappears. Also, if you go to
"Tools" -
"Options" - "Mail Setup" there is a "Send / Receive" area.
If
I
click
the
Send/Receive button NOTHING happens.

Any new ideas?

Not really. I was just likening this rash of missing
Send/Receive
buttons
in
Outlook 2003 to some new configuration conundrum
like
the
one
that
created
the vanishing News button.
The only solutions I have seen work is to recreate a
valid,
functioning
mail
account from scratch, ensure that Outlook is the default
Mail
program,
and
then rename outcmd.dat or reset the Toolbar.
