Send & receive botton missing

I was wondering if anyone can help me - my outlook 2003 send/receive button
is missing - I do not have the send & receive option in the tools menu
either, I have tried renaming the .srs file to .old but the .srs file keeps
reappearing after I start outlook and of course the send/receive option is
not there. I have un-installed then reinstalled outlook and still having the
same problem - the button appears briefly when outlook starts then goes away.

Do you have a properly configured account?
If so locate outcmd.dat and rename it to .old

Thank you for your post, I do have a properly configured account, I renamed
the outcmd.dat to .old & made sure that the outlook.srs was named .old after
re-starting outlook the send/receive flashed briefly then disappeared, I then
rechecked the outlook files in %AppData%\Microsoft\Outlook and the following
files had appeared extra:

outcmd.dat outlook~1.srs outlook~2.srs

I am using Microsoft Office Outlook 2003 with business contact manager
update – if there are any updates I should have installed I am not sure that
I have them.

The Microsoft CD is dated July 2005

A virus scan on the program resulted clear.
