Send / Receive Button Missing

Long story short, my old laptop died and loaded 2003 office on new machine.
All went well except that my Send/Receive button on the ToolBar appears for a
brief second and then disappears. It is also not in the "Tools" drop down??
How do I fix?

The button does not appear if the accounts are not set up. Check those for
errors. Also make sure you reactivated Office. If you received an Office OEM
edition on the old machine, you might not be able to activate on another.
Contact MS activation to find out.

Thanks Mary, it is an OEM copy.... What is meant by "accounts not set up"?
and where do I checck for errors? and how is is the SW reactivated?
