send/receive error when on different networks

my outlook works great when connected to my home wi-fi
network, but when i use different networks (i.e. wi-fi at
starbucks or ethernet at the office) outlook gives me an
error message (0x80042108) indicating that "outlook is
unable to connect to your incoming (POP3) e-mail server"
the problem is that IE works fine in each case and i know
others are able to use outlook while connected to the
internet at different networks. i don't use Norton's
internet firewall or internet security software.

please help!!!!
 
Can you resolve the POP server name to an IP address in a command prompt by
pinging it?
Can you telnet to it on port 110 and get a banner?
Does your mail host/ISP require that you either be on their network, or use
a different port/credentials/security when traveling? Check with them....
