Emails downloading over and over

Outlook normally downloads emails from my Verizon account just once; it
recognizes those that were already downloaded and does not download them
again. About 30 minutes ago, when I click send/recieve, Outlook started
downloading ALL the emails in my Verizon account, even though nearly all of
them had already been downloaded before. Why is this happening and how can I
fix it? I did not make any changes to settings or rules. I simply moved the
computer from a wi-fi hotspot at Starbucks to a LAN connection at my hotel.

Is Outlook making it all the way through a send/receive cycle with no errors
or is it erroring at the end?

Good question. Since there are nearly 1000 emails in the Verizon account, I
haven't been allowing it to complete the send/receive cycle. I cancel the
send/receive. I just moved all the emails and am trying to test via some new
emails to myself. But they seem to be stuck in cyberspace and haven't yet
shown up on the verizon server.

Now it seems to be working, though my email to myself from outlook still
hasn't arrived at verizon. Emails from my hotmail account and other people
have arrived and been downloaded into Outlook without problems and without
repetition despite my clicking send/receive multiple times. Odd . . .

Problem started up again . . . no idea what's happening.

Yes, it completes the whole send/receive cycle and no error message arises.
