Send/Receive error caused by Outlook or Exchange?

Every time Outlook performs a Send/Receive it reports, "Task 'Microsoft
Exchange Server' reported error (0x80004005) : 'The operation failed.'" in
the Outlook Send/Receive Progress window. Viewing the Synchronization Log I
see:

10:01:46 Microsoft Exchange offline address book
16:01:46 0x80004005

Under the Send/Receive Settings I have "Download offline address book"
unchecked. But I get the same error whether I check it or not.

I pay for my Exchange Server via ASP-One.net and I'm the only account on it.
Is this an Outlook problem or an Exchange problem?
