Send/Receive Button Missing

I han an Exchange account that wasn't working so I deleted it. Then I
setup a POP3 account to download my e-mail. But there is no send and
receive button. I tried repairing Outlook and re-installing Outlook, but
it's still gone. Any ideas? I'm using Outlook 2003.

The send button won't appear if there is something wrong with how the
account is set up.
