Send Mail Using Outlook 2003 Webmail on Exchange

We are currently setting up Exchange 2003 and we are thinking of making our
students use Outlook 2003 Webmail. But I was just wondering how do you get
around when a user clicks on a mailto: link when there is no default email
client to use? We might be able to get around that by creating a custom form
or app, but how then do you ensure that the send mail gets stored in there
Exchange Send Mail folder?

Any help would be appreciated,
