Send Fax does not work in XP

I have XP SP1. I have an USR 263095-OEM 56K modem, that
is in the Windows Catalog. I have reinstalled both the
Fax service and the modem several times, but the Fax
message remains in the Outbox with the Status "retries
exceeded".

The modem can do the standard modem function, i.e.
Internet etc. but with the Fax Console does not seem to
pick the line up with Send.

I have tried with a different modem that I know works in
a Windows 98 machine and it does not work either.

I have tried with another Fax program, FaxAmatic and the
modem behaves correctly. So I don't think this is a HW
problem but an XP software problem. XP does not seem to
initialize the fax function correctly, such as
AT&F&C1&D2&K3S7=60.

Any thoughts?

If you are certain your modem is in the Windows XP HCL list, the only way to
track this down is to enable PSS and debug logging. It will require
extensive reg hacks. If you're game, I'll send you the instructions.
