Cannot Use Fax Console Send Service

Installed fax console on desktop (Windows XP SP2). Can receive faxes but
cannot send. Configuration checked and re-checked and everything seems to be
in order. Status of failed sent faxes reads as follows:
Status: Retries Exceeded
Extended Status: Fatal Error

Receipt of failure notice occurs within seconds after the fax is sent. Fax
modem functioning correctly. The fax sent does not work even if the 'Retries'
is set to maximum, or the fax facility itself is set as the 'Default
Printer'. Have tried reinstalling the fax service without success. Have
tried seeking solution on MS website, but all configurations have been
confirmed without success.
