Selectively Disabling Internet Explorer

I have about 5 PCs that I have setup mulitple users on. I want to disable the ability to web browse for some users and allow others. Initially I thought I could get away with simply deleting the shortcuts for those users but people are persistent.

Is there a way to do this more effectively?

On the workstation you could delete the proxy server
address for the users you don't want to access the
internet.

You could try removing permissions on the Internet Explorer files although
I'm not sure if it will have any effect on system stability. However, a
clever user could still use the Windows (file) Explorer to surf the net but
that could be prevented by using a software firewall.

Another option would be to use the group policies. I don't know much about
them, so I can't shed any light on how to go about doing it, but I would
think there would be something available to do this within the policies.

Yeah but this would leave 'X' without access to the company's internal
network.

User 2 shall be known as 'Y'
User 3 shall be known as 'Z'

X should NOT have access, Y and Z can.
