Disable Access To Internet Explorer

I have a severe problem at our manufacturing facility with users accessing the internet where it's the company's policy to have no internet access in production areas. I can't disable the proxy settings because I have other applictions using them. I've went into the policy editor and disabled access to Internet Explorer but some have figured a way around that. With Internet Explorer disabled, you can still launch Windows Update and from there you can browse all day long. I'm not sure if this is how they're getting around it or not. We're running Windows 2000 Professional. Are there any ideas on how I can remove this access once and for all????
