Security update will not install KB954430 Error Code: 0X02

I was having some updates to fail to install. I got all of them to install by
reinstalling windows installer except the security update. One of the updates
was SP3. The update that is failing is for SP2. I also noticed that the Add &
Remove programs will not open.

Version MS Windows XP Pro Version 2002 SP3

I keep getting this security update KB954430.....I download and install it....no errors.... 30 seconds later it pops up again to download.......this has been doing this for days now....what's up with this???

Download the update from the links here for the version of Windows
installed on your system and *save* it -
http://www.microsoft.com/technet/security/bulletin/MS08-069.mspx

Uninstall KB954430 from Add/Remove Programs [XP]/ Installed Updates
[Vista], if listed.
Restart the system to Safe Mode.
Rename msxml4.dll from a Command Prompt. Reboot.

Install KB954430 now.

1. Download the update from the links here for the version of Windows
installed on your system and *save* it -
http://www.microsoft.com/technet/security/bulletin/MS08-069.mspx
2. Uninstall KB954430 with " Your Uninstaller Pro 2008 "
3. Restart the system to Safe Mode
4. Delete msxml4r.dll & msxml4.old from C:\Windows\System32
5. Reboot in normal mode
6. Install KB954430 now.

My system is Windows Vista Ultimate with SP1
I `m from Bulgaria , city Vidin .
