Security settings

I am trying to set up a trusted site within IE 6 but the option to add a site
has been greyed out along with the option to change my security settings.. I
have logged into the machine as the local admin. Does this mean that a local
policy is preventing me from making this change ? If so does anyone know
which one ? I have run the mmc and had a look at various policies but none
that let me change this.

Any help would be appreciated.
