Security and other

[BENTLEX]

Recentley, I have naot been able to open the Security, Add/Remove programs,
and other items in my computer. I get the following message:

" Operation has been cancelled due to restrictions in effect on this
computer. Please contact your system adminitrator."

This is a personal PC. I am the administator. I would appreciate any
information on how I can remove these "restrictions" and get this computer
working semi-properly again.

control panel)
