Security Alert Message

When I try to download anything I get a Security Alert message that states:
Your current security settings do not allow this file to be downloaded. I
have contacted Mcafee Tech Help because this first happened when I tried to
download their anti-spyware software. I have turned off my Mcafee virus scan
and personal firewall and tried to download and the same message comes up. I
turned off my Windows Firewall. That didn't help. I have spent hours with
tech help and nothing seems to help. Can someone give me an idea of what this
problem is and how I can get rid of it?

It sounds as is your Internet Explorer security settings are
set to High.

You might want to try the following:

Go to Start -> Control Panel and double click on Internet
Options.
Click on the Security tab.
Make sure the Internet Zone is highlighted.
Hit the "Custom Level" button.
This brings up "Security Settings".
In the Settings box, scroll down to the Downloads section.
Make sure "File Download" is set to Enable.
Click OK.
Note: If you want, you can reset the security level to Medium
in the dialog box at the bottom of that page. Hit the down
arrow, click on Medium and hit the Reset button. Medium is the
default security level for the Internet Zone.
