second ide does not work

i have a second ide on my soyo m board that stopped working after i repaired a short from a speaker to the case. can't seem to get it going again.tried reinstalling the drivers,the ops.and cables.if i swicth my hardrive to the second ide-no bootup.this is a new mother board.
