Search Companion Error

I have a new install of Windows XP SP1. I was getting the error message:

"A file that is required to run search companion cannot be found. You may
need to run setup."

I then referenced Microsoft Knowledge Base Article - 319949. I installed
SP2, reinstalled srchasst.inf and opened balloon.xsl, bar.xsl, and
lclsrch.xml to check for corrupted files. I also tried to reintsall
pchealth.inf. None of this seemed to help. I also reinstalled SP2 in a last
attempt. Where should I continue from here?
 
This page only mentions all the fixes that I have previously tried which are
in the noted MS Knowledge Base Article. Are there further issues to look for?
 
The only new that this page has given me is that the problems stems from not
being able to access the page 'http://sa.windows.com' I do not have a proxy
server or anything that should block my access. (Other XP users on the
network do not have this problem)
