Scrolling

Although it worked fine a few months ago, now when I click
on the right-hand bar, instead of moving 1 screen, my
display moves about 1.25 screens (mouse wheel is set to
scroll "One screen at a time" and wheel detection is set
to "Assume wheel is present"). Also, clicking on the
arrows moves the display 4.5 lines instead of just one.
What changed and how do I fix it? Thank you.

This is a side affect of a hotfix

Which hotfix and can I unistall it or just portions of it?
