Scrolling problems

I have a IBM NetVista computer using Windows XP. Whenever I open any windows
that have a scroll bar the window scrolls by itself. This also includes any
window that has scrolling options eg when filling out forms. Any help would
be appreciated.
 
Uncheck the 'smooth scrolling" box at , IE, tools menu, options, advanced tab.
