Scrolling problem

Hi, I just refreshed my computer and reinstalled xp home
and i now have a problem that when I scroll in anything
from Internet Explorer to Word it flickers and lags.
This is a 2.8ghz processor with 512mb of ram so its not
underpowered and before i reinstalled the os it was fine.
It happens when i scroll using the keyboard and mouse.

Any Help would be most useful.

Install the most recent drivers for your video card. Get the drivers
from the device mftr.'s website, not from Windows Update.

Visit the website of the manufacturer of your video card,
search for Windows XP compatible drivers, download
and install them. After installing and rebooting, right-
click on your desktop and select:

Properties > Settings and adjust the Color quality to
Highest (32-bit), adjust your Screen Resolution to your
preference, then click Apply.
