Scroll wheel props won't stick

Hello,
I am having trouble making scroll wheel preferences stick.
When I change Mouse >Wheel >Scrolling line options
then Apply, then click OK
the setting is always reset on restart.
Is there a way to make the mouse properties stay set the way I want?

P.s. I know I have posted this question yesterday but I also cannot find

It appears that your 'user profile' somehow has become altered.
My approach to this would be to simply delete your user and create a new one
( Control panel--users)
Are you set up as administrator or limited administrator?

Thanks for reply,
User account for this problem is an admin user.
It seems limited and admin users can both change mouse properties,
so I am not sure if creating a new user from scratch will fix the problem.

Just to update: I fixed the issue by downloading latest driver for the
hardware.

That is true. Any user can change mouse settings to suit themselves. The
change is then recorded in the users profile.

Well, I guess I spoke too soon.
It seems, even witht the latest driver (for MS Wheel Mouse Optical USB)
the scrolling properties are still reset each time on system restart.
Does not make sense to me...
but not Earth shattering I suppose.......
