Scroll Settings

This may be a simple adjustment problem. I'd like to
slow down the scroll speed. When working with spread
sheets sometimes cells both on and beyond the screen need
to be highlighted. For example if I want to add cells
c100 through c200. I start the @sum function and then
highlight cells c100 through c200 with a left click and
hold on cell c100 then drag down the column until I get
to cell c200. At the beginning cell c100 is on the
screen but cell c200 is not. So while holding the left
mouse button I move the pointer near the bottom of the
screen and the cells begin scrolling. But if I move the
pointer a fraction of an inch too high or too low they
scroll so fast that by the time I get it stopped I've
Overshot c200 by maybe 300 cells. It scrolls at a good
speed if I get the pointer at just the right place. But
If I don't get the pointer at just the right place it
scrolls too fast. How do I slow the scroll speed vs
pointer position. While highlighting a range of cells
I'd like to move the pointer from the exact spot where it
needs to be without a big increase in scroll speed. Same
thing with the word processor. If I need to highlight 3
pages I click and hold on page one then drag the pointer
to the bottom of the screen. If I move the pointer a
fraction of an inch too low before I can stop it I've
scrolled down 20 pages.

I know there are other ways to highlight a range of cells
or pages but the one described is the one that works best
for me. If I can slow down the scroll speed.
