Scroll column doubles up

Is this a new default? I get a 2-page scroll when clicking
in a scroll column bar blank area. Can I set it back to
one?
 
I think this is a bug, and I may have found a way around
it. Was experiencing the same scroll behavior. In the
performance options (right click my computer, click
properties and then advance, then the performance button):
I had eliminated all the options EXCEPT for smooth
scrolling, to boost performance. Eliminating that one
seems to have eliminated the double scrolling.
