scroll bar

Hi everyone!

I need to be able to change my scroll bar from the basic grey one to the
blue one with the 3 little lines in the middle. I've searched everywhere and
I cannot figure out what option to edit to change the scroll bar. If it is
simply an option to change, do I already have the basic blue scroll bar or do
I need to download it from somewhere?

Hi,

The grey one generally denotes that you aren't using Themes. As for the
three lines, this generally denotes that the taskbar isn't locked.
