Screensaver tab Greyed out in Display properties

Using XP Pro with admin rights my screensaver tab
is "Greyed out" and I cannot get to it in order to change
my screensavers. How can I reverse this and be able to
change them. Also once i download a new saver and it goes
into the Windows\System32 folder as .scr I can't get to
it because of the tab greyed out. Please help me.
