ScreenSaver Not Starting

I set my screensaver to go off and no matter what time I
set it to it does not start.

I have the opposite problem. Screen Saver is running and if it has been
on for quite a while (an hour or more), sometimes jiggling the mouse
does nothing, and I have to Ctrl-Alt-Del to get it broken loose.
