Screensaver not starting when "On resume, password protect" enable

Hi,

I have an issue with the screensaver on 65% of machines at my company. We
use the ssmypics.scr screensaver(Configured by group policy) to display
images copied over on logon with a VBS script.

Clients are Windows XP SP2, fully patched and on a Windows 2003 domain and
users login using their AD accounts.

If the option, "On resume, password protect" is enabled, the screensaver
just flashes up for about a 10th of a second then stops. If its not enabled,
the screen saver starts.

This is what I have tried so far...

1. Tried other screensavers, like blank screen and mystify - screensaver
does not start.
2. Applied a fresh group policy - screensaver does not start.
3. Re-written my file copy script - screensaver does not start.
4. Changed power settings - screensaver does not start.
5. We do not use wireless keyboards and mice.

Even invoking the screensavers using nircmd screensaver does not work.

Why do you need screen savers?

The screensavers are for security reasons, plus we use the images on ssmypics
to display information related to our business.

At the moment, if a user leaves their desk, the screensaver does not start
and their machine will not lock.

Unfortunatly, we can not rely on users locking their machines when they
leave their desks.
