Screen Saver Won't Kick In ! ?

For some reason my screen saver will not kick in some
times. I use just a blank black screen that should kick
in after 3 minuets. But it won't I have tried changing
the time and it still won't....
 
I just noticed that if i have any program running the
screen saver will work.........
