Screen Saver Security

I have several WIN/2K SP4 pcs that I have security issues on. THe
individuals with user accounts continually lengthen the wait time
until the screensaver kicks in which effectively disables the
screensaver.

Is there anyway I can prevent someone with only user privledges from
adjusting the screensaver wait time. I would like to limit this
function to the administrative account only.

Start -> Run -> gpedit.msc
User Configuration -> Administrative Templates -> Control Panel ->
Display -> Hide Screensaver tab

I will give this a try.
But, thinking about it ahead of time, will this merely remove the
screensaver tab? The real goal is to prevent the user (user account)
from changing the time until the screen saver activates and not any
other restrictions. I also do not want the restriction to apply to
the admin account. I will see what happens.
